When trobleshooting a Mac LC II, I remove memory,
VRAM, battery and
then the power supply and the little motherboard.

I look at the motherboard for leaking components or
water damage.
I replace the battery. I check the memory & VRAM for
damage, as well as the sockets they snap into.

I reboot the LC II with the RAM out and the VRAM in. 
I flick the switch a few times to see if I can get it
to boot. If not, then I go for a new motherboard.
