My IIci used to do that for no reason, usually when the pram battery
was dead or low.  It would'nt start up at all sometimes, but if I left
it plugged in for a minute or two it would 'pop' on for no reason.  I
think it had something to do with getting a charge to the pram, and
not relying on the (dead) battery.  Dunno for sure.
