Jim,
 I'll hazard a guess that you're looking at the brake hookup wires. One
of those wires is probably 'hot' from the battery. The 'relay' is
probably a circuit breaker. The three wires would be:

to the brake magnets
from the tow vehicle connector
from the breakaway switch

This might also be the charging circuit. In that case, one wire is from
the tow vehicle connector, one goes to the battery, and the other
probably goes to the breakaway switch.
