So my daughter phones me on her way to work and explains that her car (a
very minty mint non-deluxe 70 bug) has decided to rev like hell, so she
pulled over and shut it off. I had just rebuilt the 28pict-1 in it as it
had a massive flat spot, and when you only have 1200CC's you need it
running well. (You just have to LOVE Berrymans carb cleaner, totally
evil stuff, banned in many states). 
What had happened believe it or not, is the accelerator pump nozzle had
not been staked in enough by me, (I'm a big fan of not using
sledgehammers etc. on delicate parts) so it fell out and went down
inside to the bottom of the carb and jammed the linkage open! Instant
3000 rpm !!! There I was on the side of the road with the top off the
carb (carb still sitting on manifold) fishing out the nozzle with
needlenoses then staking it FIRMLY into it's hole in the carb body.
Sheesh. 
Got to admit though, it's running GREAT now! 
I smuggled the Berrymans Carb Cleaner across the Canuck border home here
on Vancouver Island and man it's good. Stinks like hell due to all the
mega nasty chemicals in it, but the dip pail inside makes it very easy
to use. That carb was clean as a whistle in 1 hr. soaking, then blown
out with air. Moral of story; sometimes your Leatherman is the only tool
handy, and yes, I did it all with just the Leatherman and an old nail I
found on the side of the road as a punch.
