Like Bill said. The end cap off the spindle has a square hole with the
speedo cable enf protruding through it. This is held in place with a "C"
clip. Remove the C clip and pull the speedo cable through from the inside
of the wheel. You SHOULD have a rubber seal on the spindle end and
hopefully a rubber seal at the entrance to the trunk. Without that seal
water can get into the trunk area. Disk brake and drum brakes are set up
the same way.

No need to touch the brakes at all.  

Cable should be held in place by a "C" clip at the outer dust cover.  If
you remove this clip you should be able to just pull out the cable from the
backside.  Might be a rubber seal in the spindle.
