The final verdict. Yes, I thought I had it cured, but
sadly, no.
1. The fuel tank is too well sealed.
2. There was debris on top of the float needle valve.
3. My current mechanical pump isn't cutting the mustard.

Luckily I had an electrical fuel pump in my car (spare
part) so I could put it in on Valentines day on my way to
deliver candy to my wife.  I don't know why my mech. pump
doesn't work, but as I have stated, its a recent
replacement.  Perhaps my push rod is incorrect?  Even the
old pump was 'new' in that I'd put in on a new long block
not too long ago. I'll have to measure the stroke to see if
its in spec.

As far as the debris goes, I assume it was rust from the
tank, though it could have been gasket material.  It was
dark and I had to hold the flashlight in my teeth as I took
to top of the carb off.  I should have saved the debris but
just dumped in on the ground. No idea how the stuff got
around my filter, unless I'd put the old one on backwards
after my fuel pump replacement:  That would be so like me.
Duh!
