I was told many years ago by a VW mech that this was caused by:
1) too much in-town driving....take it out on the highway and open it up for at
least 30 miles or so every week.
2) detergents in the oil working and putting the moisture in the oil in
suspension so that it is drained out with the oil change (every 1000 miles w/o
filter every 2-3k mi w/filter).....and...
3) check setting of fan bellows on the thermostat lever to make sure it's set
correctly for winter driving...i.e. minimum opening at engine normal temp
(double check to make sure engine doesn't overheat and remember to check/reset
when it warms up).
Just mostly my random thoughts and unverified hearsay... so your mileage may
