I'm sure the front push bumper will weight it down.  Truth is, there were
around 25,000 VW beetle police cars in service during their heyday,
according to the AutoMuseum Volkswagen.  The Tennessee Highway Patrol even
had one in service -- but only as a PR thing, for county fairs, recruiting
tents, etc.  It's visible on the Web site www.polizeioldtimer.de and various
other locations.  A TV commercial from VWOA even once featured one that was
in service over in North Carolina around 1967 or so.

I'm restoring a 1970 model from the city of Mainz, Germany.  Chris Myers,
down in Louisiana, is working on a reproduction of a 1966 from Hamburg,
Germany.  Sadly, most of the mustered out police beetles in Europe went
straight to the shredders.

Regarding the speed:  Remember what we all learned as kids:  You can't
outrun a radio.
