VW never used "proper" valve stem seals, just some
silly little O-rings that would harden from the heat
and crumble away, to be found in the oil strainer at
the first few oil changes. I suspect they were adopted
just to prevent a puff of smoke should someone fire
one up in the showroom. You really shouldn't need
seals and I think your instincts are good, a little
harmless smoke is probably preferable to taking a
chance on premature guide wear due to a lack of
lubrication...I'd take them off the exhausts, anyway.
I've never had to use heat to get the long rocker
studs loose but if they put up a fight it won't hurt.
Case-savers are always a good idea. Not really needed
on a stock 1200 (because the stress on the studs is
pretty low compared to a
higher-compression/displacement engine) but if you're
doing a top-notch rebuild and want some extra peace of
mind now would be the time, especially if the threads
have been disturbed. If the studs have never been
removed since it left the factory you probably can get
away without the inserts.
