Actually `61 used an even shorter cable (2250mm), which is what I'd guess the 
P.O. used since 8 or 10mm difference probably wouldn't be enough to account for 
all that you've described.
The correct 2268mm cable for a pre`61 Beetle is 111 721 335. 
Many vendors no longer stock this one and substitute the 111 721 335E, the 
stock part for mid`74-up Type I from VIN 1x42663260. It is also 2268mm in 
overall length but the shank on the loop at the end is longer and may foul on 
the front of the conduit when used in an early pan. IF you find one sold under 
the correct P/N it's still no guarantee that it isn't really the 335E, since 
some manufacturers put the the same cable in both packagings and just charge a 
couple bucks more for the one that's labelled 111 721 335.
It's also possible that someone might've replaced the clutch operating shaft 
with a later model one having a longer hook - that would make the cable appear 
to be too short and make the pedal require more effort. Yours should look like 
this:

Note the offset - later ones are straight and won't hold the cable concentric 
with the conduit in the tunnel.
