Sewfine of Texas makes good stuff. http://www.sewfineproducts.com/index.htm
Used them for my last headliner install on a '62 Bug. The product was a perfect fit and went in nicely. Definitely get the headliner and the padding - it's what makes a Volkswagen convertible top special. You can install just the top cover, but it won't fit as well and will look (and sound, and feel) cheap, especially inside.
