Yes, the two little 5-w bulbs inside your USA-style headlight units are
definitely the front parking lights.  They're fed by gray wires.  They
normally come on only with the first click of your headlight switch (#57
terminal).  If you choose, they can also be connected to the #58 terminal on
the headlight switch so they burn whenever the parking lights OR headlights
are on (i. e., like the taillights).  Some USA-market switches lacked a #57
terminal.  Many markets (e.g., Italy) had already gone to 12-volt systems by
this time.

Putting parking light bulbs inside the turn signals didn’t happen until
later, although it was a popular DIY modification.  Your USA ’66 model had
amber turn signals sitting atop the front fenders, slightly wider than the
earlier 58-63 models, IIRC) and red rear turn-signal lenses (the top chamber
in your taillight assemblies).  

I don’t remember whether you mentioned:  Is your car converted to a 12-volt
system?  That wasn’t standard on the USA models until the 1967 model year.
I’m not familiar with that Volta Drop box you describe.  (Somebody else out
there know it?  I'd bet it's to allow use of some of the 6-volt equipment in
the converted 12-volt system.  Just guessing.)

Anyhow, my second rebuild of the carburetor I put in the extra parts I had
neglected to put in before, and also replaced/rebuilt the choke diaphragm
assembly.

Car seems to run fine now, after it warms up, the idle speed may be a bit
high.

Starting it, seems to be a little iffy, but if I give it a lot of gas, and
don't disengage the starter motor too quick, it isn't a problem.

Yesterday, replaced both my headlights.

Since it is a 66, there are extra lights within the bucket assembly.  I've
heard conflicting stories that these are turn signals, or parking lights.

I couldn't find the parking light switch.

I've tried it as turn signals, and the only thing lighting up in the front
are some fender mounted-jobbies that I thought were stock but are definitely
not.

Car has some electrical issues, thankfully, they don't prevent me from
driving it around town, but here they are:

fuel gauge-used to work, but doesn't anymore.

speedo-used to work, but doesn't anymore.

wiper motor-may have worked one time, but doesn't anymore.

There is a weird junction box in the trunk "Volta Drop, Northridge
California" the only thing I found out about Volta Drop is they are no
longer in business and opened for business in 1966.

All of the fuses appear to be in good shape.  Yesterday, while fiddling with
the headlights at home, some sort of electrical smoke started but I couldn't
isolate where it came from and it stopped.

Other than that, it is fun to drive around this beetle, even if it needs a
lot of TLC.  Also, my job in town is going well, however; it may not last
because I am temping here.
