I would use the wavy washers, as the expansion coefficient of the metal/thickness/waves needs to be maintained.  Should be able to get at any VW shop/dealer.

I've taken so long putting my engine back together that I've misplaced the rocker shaft nuts. I think there should be wavy washers too. Can I replace these with hardware store items? Are they 8 mm 1.25?  This is a 1915 cc with stock rockers.
