My “do-it-yourself kit” for renewing the rear luggage space on my 1972 Super
contains a mystery part.  It’s a long, flat steel strap, 36” inches (92 cm)
long and ¾” (2 cm) wide, containing a total of 11 screw holes along its
length – eight of them about 5 mm ø and three about 8 mm ø.  It’s rusted,
but looks like it was originally black.   o O o    o    o O o    o    o O o
pattern.

 

What is it?  What does it hold down – and to which?  The smaller holes are
countersunk; the larger would fit over the head of a #8 sheet-metal screw.
