So is DropBox the only way of getting files from your PC to the iPad to open
in Pages?

Make sure the file is in text, Word, or an Apple format. For some reason,
RTF files don't have the option of opening in Pages.

That's very strange. I use the dropbox app, and it doesn't give me the
option to export documents to pages anywhere. The export button shows up
as
dimmed.

Dropbox app to open it, choose Export, and choose Pages.
