I don't find it either. I looked at my receipt from iTunes, and it looks like the app developer was Jung Disk. I don't find the app by this developer either. It seems that I read somewhere that Apple didn't want people developing shortcuts to things that are in settings. I really like this app since I can turn Bluetooth on quickly when in airplane mode. This allows me to connect quickly with my braille display and Bluetooth keyboard when doing work when on a flight. To bad they took it out. I'd like to have seen an app that would let you turn cellular data on and off in the same manner as the Bluetooth app.
