What are the first 3 digits of the IP address it is getting? It may be getting a local and not a valid address. This has been a common issue with IOS in previous versions and it may still be an issue. Obviously it is not a problem with all routers and configurations, but has been with some. There is a local place close to where I live that has free wifi that I tried to connect to once and made numerous attempts a few ios versions ago and had the same issue or at least the issue with it only asigning a local address. I haven't tried since. Not worth it to connect to their free wifi anyway.
