I have noticed this quite frequently when atempting to read with the rotor set to something, set to anything really such as words or characters or words and moving through. It will sit there on the same word or character saying the same one repeatedly on subsequent swipes to move further in the direction you are trying to move. Giving it a second usually gets it advancing again as desired and sometimes trying to move in the other direction and then back in the direction you wre trying to proceed will get it going again. It sounds like it could be the same thing or related.
