Contacts are in the phone and Mail apps by default, they are part of them. The contacts App that you're talking about is most likely in the utilities folder, this should most likely be on your first or second page of Apps. I'm presuming you wish to remove the App and place it on your home screen. Now once you find the Utilities folder, enter it and you should find contacts in there. Once you find contacts, double tap and hold it till Voice Over announces "Moving Contacts" Then drag it outside of the folder. Once outside of the folder release your finger and your contact icon should be on your home screen.
