This is the active memory in use by other applications, especially streaming apps (like Youtube) or memory intensive ones like GPS apps and some games. To free up more memory, try deleting other applications from the App Switcher. You can also try to use an app that frees memory, but some of these, such as XSysInfo, are no longer available at the App Store. I think System Status by Techet ($0.99) will do this, but you need to double tap and hold on the pane for memory usage and then pull down to make it update and free memory. You might just prefer to delete apps manually from your App Switcher, instead. HTH.
