What Eric is describing with that 4-finger tap is the process you use to
find the delete button if you want to delete an actual contact from your
contacts list entirely. You only want to delete somebody from your Favourite
list which will not remove that person from your contacts list, but only
from the Favourite list. If, of course, you want to get rid of a person
completely, deleting him/her from your contacts list will also remove
him/her from the Favourites list. Here is how you edit just the Favourites
list:
 
Go to "Favourites" in the Phone App. Tap the "Edit" button at the top
leftwhich now turns into a "Done" button. Now drag your finger down the
screen or flick right until you find the entry you want to delete. In this
"Edit" mode, each Favourite has 3 3 controls or elements to it. On the very
left edge down the screen is a "Delete" switch button. If, for example you
have a contact called "Bill Smith" and you had his Home number in the
favourites list, that button/control would be announced like this:
 
Delete Bill Smith, Home, switch button off
 
Double tap on this button and it will say this:
 
Confirm deletion for Bill Smith, Home, button
 
You can now double tap again to confirm or flick right and find a cancel
button. Once you double tap confirm the contact will be gone from your
favourites list and you will be taken out of Edit mode. 
 
The other thing you can do here is change the order in which the contacts
appear. As I said before, there are 3 parts or columns to each contact. The
left side/column are the delete switcher buttons in front of each contact.
In the middle is the actual contact name, in my example "Bill Smith, Home".
If you find the right column or flick right you find a button that reads
like this:
 
Reorder Bill Smith, Home, button, dragable
 
If you double tap when Voiceover has focus on this bbutton and hold on the
second tab like you would do to move apps or delete items from the app
switcher, you hear the little tri-tone and at that point you can drag your
finger up or down on the screen, up will move the entry further to the top
of the list, down will of course move it further down. For each position you
move it there will be a short, metallic sounding ping and Voiceover will
announce where you moved it. For example, let's say the person right above
Bill Smith was Sally Robinson and you have her work number in the
favourites, you moved your finger up, you would hear that ping and Voiceover
would say this:
 
Moved above Sally Robinson, Work.
 
If you dragged Sally down, you would hear
 
Moved below Bill Smith, Home.
