Hi,

It means that nothing will happen if you double tap the button. In
this case, it could mean that something is already sending or you need
to fill in some information before you can send whatever it is. A good
example is the messages app; if you compose a new message, send will
be dimmed until you've selected who to send it to and written some
text.
