Hi Katey , Yes, there are some apps that work well with voice over on the iPhone but not on the iPad. One that comes to mind is Slingplayer Mobile.
Try putting the iPhone version of USA Today on your iPad via iTunes. Remember there is a button in the lower right to go to full screen mode.
