Hi,
To "enable" and use data plan, be sure you have the SIM (micro SIM) inserted
to the iPad. To check from iPad side, go to Settings/General/Usage and go to
cellular data screen (if I remember right from my iPhone 4S) or check the
left side of the status bar (top bar on the screen), which should show you
AT&T icon and signal strength, and in case of iPad III and iPhone 4S,
whether you are using 4G (or pseudo 4G) connection - 4G LTE for iPad III,
HSUPA (3.75G) on iPhone 4S. Once data plan is active, check the usage
regularly (Settings/General/Usage/Cellular) so that you can regulate the
data usage stats (it conveniently shows you the data usage (sent and
received) amount in megabytes).
Cheers,
Joseph
