Ditch the N86 & buy the iPhone 4, even though the iPad will be faster.

To answer your questions:

iPads don't have USB ports, so no, you can't directly connect a USB
device. Best root to go if you want internet and you don't have wifi
would be to create a hotspot on your phone.
You can buy a doc to HDMI adaptor from Apple that will let your iPad
connect to a TV, haven't tried iPhone 4 unfortunately. Also, iPhone 4
is a4 not a5.
