Yes, I frequently mute VO when running my iPhone with my BrailleNote Apex.  
Btw, to do that easily, just do an m-chord (space with dots  1, 3 and 4).  This 
is a toggle, so doing the m-chord  again turns speech back on.  ÊÊTom
