Hello Paul or Paula. To answer your second question, these are called badge updates. As others have said, they could mean that you have pending items that you need to do something about. For example in the downcast app these could mean podcasts which have not been listened to. In the weather app it could mean new weather alerts. The Fahrenheit app is really cool because it means the current temperature of where you are. The mail app will have this for unread messages. The messages app will have this for unread text messages. I hope this makes sense.
