Donald, Chris already stated that Skype is accessible and in addition to entering a phone number manually you can also access all your Contacts on the iPhone from within Skype. Just make sure you select the Contacts tab in the bottom left, then make sure you back all the way out to where you see the Contact groups, e.g. All Contacts, Skype Contacts, Online Contacts etc. At the very bottom you find "iPhone Contacts" and you can then pick a phone number that way and dial it with Skype.
Also keep in mind that you cannot enable touch typing on the Skype DialPad, you have to either double tap or split tab the numbers.
