I thought that Downcast did this automatically. If you tap on the episode again at a later time, it should just pick the stream back up at the point you left off. The playback position is not always retained correctly though. I sometime find that it doesn't work properly, especially if the app has been playing the podcast in the background.
I have a playlist set up that just includes part played episodes which I find very handy.
