Sounds like you flipped the Mute switch which will mute the camera click as well as many other system sounds. This is the switch on the top right side of your phone just above the volume buttons. Make sure it is pulled forward towards the touch screen. If you unlock your phone first or even wake it up so it's at the lock screen and do this Voiceover should say "Unmuted".
