After it has been plugged in for at least 10 minutes, hold down the power and home buttons for about 10 or 12 seconds then release both buttons. Within a couple minutes, it should reboot. If Siri is enabled, you could hold the home button in and if you hear the tones indicating it is listening try saying "turn on VoiceOver". HTH, Richard
