As someone else posted, I don't think the order really matters. I got a new
iPhone 6 last week and had this same issue. I used iTunes to do an encrypted
backup of my old iPhone which was an AT&T phone to be able to restore it to
my new Verizon phone. I powered on the new phone by connecting it to my
computer with its cable and immediately pressed the triple click home button
to turn VoiceOver on. At that point, I didn't do anything else with respect
to activating the phone.

I then ran iTunes and restored my encrypted backup and also upgraded to the
latest iOS 8.1.3 since the phone came with 8.1.2. After doing this iTunes
showed no phone number for my new phone so I had to then go through the rest
of the activation steps with the phone and that worked fine.

If I had to do it over again, I'd probably go through all the new phone
activation steps first because I think at some point it asks if you are
setting up a new device or restoring from a backup at which point I would do
the restore. But as I said, in the end, it didn't matter since my phone is
working great and everything was restored.

In a few days, I will be getting an iPhone-6+.  When in the process of
upgrading from my 4S to the 6+, do I put my backup on the phone first before
AT&T activates, or does the phone need to be activated first before I put my
backup from iTunes on the new phone?
