Apple will, yes. Often they will still answer simple questions or offer help, 
but for a full support case, you do need to pay if you don't have Apple Care. 
It's always worth a try, though.

Accessibility is, in my experience, different. They'll help no matter what, and 
I've almost never been asked for my device serial number or anything else. 
Admittedly, I don't call them much, but when I do I'm never bothered about 
purchasing support or having Apple Care.
