Tell Siri to "turn VoiceOver on". I know it needs that passcode, but if you remember where the buttons are, you should be able to enter it by feel alone. I've had to do that in the past, and it's certainly doable. I doubt you need to restore anything, just get Siri up and then tell it to turn VoiceOver on. You could also try disabling VoiceOver through iTunes, syncing, then re-enabling it and syncing again.
