Hi Christopher,

As of November last year Apple changed their terms and conditions in European 
union countries to allow for a 14-day return policy which is in line with what 
the EU recommends. You can find this easily by Googling it. Remember that many 
members on this list are from Europe so they may believe this is true here as 
well which it is not. Having said this, an article I read about this pointed 
out that Apple did indeed implement such a policy, but they essentially 
circumvent it by also saying that refunds only apply if the content has not yet 
been downloaded. Of course most Apple digital content begins to download once 
you buy it so it appears to be for cosmetic reasons only.

The article also points out that on the Google Play store in EU countries you 
have 2 hours to request a refund and 2 weeks for music subscriptions.

I should also mention that I have received refunds for 2 apps which I found 
were not accessible after asking for it nicely and explaining the problem, but 
it is definitely a decision the iTunes Store support people make on a per case 
bases and I would not count on it. I also doubt it would apply to an app like 
Talking Atlas which the developer has specifically made accessible even though 
some may find it unacceptable that they have to turn off Voiceover or something 
along those lines. At some point a couple of weeks ago I saw a message where 
somebody had purchased KNFB Reader and apparently they couldn't get good 
results and were asking if they could get a refund. I doubt this would be 
granted since this was obviously user error since the app works great for 
everybody else.

Maybe you could provide a link to a page where these terms and conditions you 
refer to are spelled out. As I said, I pointed to Apple's own page on their 
official refund policy, where it states that electronic dowloads are not 
covered by their refund policy.

In addition, the page at

All sales and rentals of products are final.

Prices for products offered via the Services may change at any time, and the 
Services do not provide price protection or refunds in the event of a price 
reduction or promotional offering.

If a product becomes unavailable following a transaction but prior to download, 
your sole remedy is a refund. If technical problems prevent or unreasonably 
delay delivery of your product, your exclusive and sole remedy is either 
replacement or refund of the price paid, as determined by Apple.
