When I got an issue anything like this, I flapped a lot and phoned Apple and fought past their official 'bot, and got somebody who passed me to somebody, that did finally help.
This could be your best option just now given how much is involved. The phone Apple bit, not the flap bit; that was just kneejerk reaction.
