It does state it very clearly on the update notes on appstore, as well as on the voice dream reader that the reason why you need to reinstall the voices because there are improvements on the voices.
I'm not sure how noticeable the voice improvement, i use Will to read a crime novel today, he seems, better than before the update. Not so noticeable with James though.
