For what its worth, VoiceOver seems to be a bit more snappy on my iPhone 6 running v8.2. This is particularly true when going to a home screen from within an app. There used to be a delay from between a few to up to 10 or 15 seconds before I got speech in 8.1.3 and lower. When doing the update earlier, I hit the learn more button and read the full list of changes. Though this is not VO related, I was very pleased to see that some calendar bugs have been fixed, such as the GMT bug which has been present since iOS 8.0 initial release. I'm sure you can do a search on the web to read more about that annoying bug. I recall seeing a few other bug fixes and enhancements that peeked my interest, but don't remember at the moment what they were. Anyway, worth the update if only for the VO stability improvements. AppleVis also has a post which hints at more accessibility fixes perhaps to come in version 8.3. But of course we won't know more about that until it comes out, whenever that is.
