I don't know. It might be a bug with VO or something, but for me also, raise to 
speak for Siri has been removed from the settings as well. Maybe Sprint removed 
that stuff?

      Hello, work the screen, Even if they were looking for the emergency 
button. They would have to know how to turn off screen curtains so they can see 
the screen.
