The time that is displayed in the status bar should be your local time wherever you are, your iPhone will get this time from the cellular network just like any other cell phone. The World Clock has nothing to do with your local time and it is there so you can add other cities in the world where maybe you have family, friends or you do business. This allows you to go to the clock app and fairly easily see what time it is in the places you added. To add a city, simply double tap the "Add" button at the top right of the World Clock window. Type in the city name, often just part of the name is enough as there is a list of places as you type. Once you find the city you want just double tap on it and it is now added and you can repeat the process with other cities. I added Manila in the Philippines and when I then check the entry, it tells me that it is "2:50 PM tomorrow" (it's 11:50 AM here where I am now, Pacific Daylight Time). Of course, if you have a 4S it is much faster and easier to just ask SIRI "What time is it in Manila" or "What time is it in Frankfurt".
