Kathy, Make sure Settings, General, Accessibility, Voiceover, Speak Hints is set to on. You might also want to check that Use Sound Effects which comes two settings below the speak hints is also set to on.
And the advice about rebooting your phone is always a good suggestion when it acts flaky.
