When you name and save the playlist, you are then placed in the list of tracks from which you can add songs to your new list. Sometimes I find I am placed in the albums or artists list. When that happens, just tap the songs tab at the bottom of the screen. Once in the songs list, touch the top of the screen and you should hear "add songs to blah blahh". Just double tap each track you want to add then when you're finished tap the done button in the upper right of the screen.
