When rep at Apple tried to duplicate, he couldn't get the bird sound either. The only way I do is if I send a tweet using Siri. I'm doing this mainly on my iPod touch, where the mute switch isn't a factor; sounds are normal on the iPhone. Another person told me she's never gotten the bird sound either. The only way I do is if I post something through meerkat.
