Yes, you can give a child their own Apple I.D., but as far as I have found in regards of being able to monitor what they are doing on their device, without taking the device away and looking at the child's activity, it can't be done. If the child shares a parent Apple I.D all things can be shared. Just be aware the child can also see what you do.
Apple's restrictions for children is great!! I would suggest using these features. You can control age ranges for music, apps, videos Safari websites and lots lots more. My 11 year old daughter's iPad is locked down tighter than Fort Knox! ☺️ Safari, the camera and several other things can have access denied where the icon is hidden from view.
