Can we add the iPad Mini Mk1, and how or if, this can take the latest

I don't notice any degradation in performance on my 4S moving from IOS
8.2 to 8.3. As discussed previously on this list, performance increased
markedly in one of the earlier dot releases of IOS 8, and in my
experience, it hasn't regressed since then.
