Just as an FYI, you do get some updates on the screen, such as downloading, verifying update and so on. I couldn't get to these updates by flicking, but I was able to find them just by exploring the screen. Obviously, once the iPhone reboots, you just have to wait.

Hi all,
Well, sighs of relief here as I discover my 4S has finally come back to
life ... but it wasn't as usual.
I upgraded to 8.3 over Wifi, without using iTunes, as I just hate it
... I got the prompts to accept and waited, but things were obviously
very busy with everyone upgrading and I never got any vocal feedback
that anything was happening. Some while later I heard a few noises
coming from VoiceOver, but they were only tiny fragments of words ...
and then another silence. I was unable to determine exactly what was
happening, but left well alone, had a cuppa etc.
I got back to my phone, gently flicked a finger across and got nothing
... so wondered. I determined that I'd just sit it out and wait, if
needed, for a friend to call by in the morning to ascertain what she
could see on the screen. Then my husband said, "Shall I call you and
find out if your phone responds?" I decided it couldn't hurt, since
anyone could have called me during this upgrade period ... so he did.
The phone rang, VoiceOver spoke and - finally - somehow - we're back in
business again.
Well, it wasn't as sstraightforward as most I've known but, well, that
idea to call me was sure worth it! <Smiles>
Now I can go and play ...
