I run IOS 8.3 on my 4S, and I don't find it to be a problem at all. Sure, the first few dot releases of IOS 8 were rough, but the performance issues were address before IOS 8.2 was released, and my iPhone 4S runs better with each subsequent release now.

You might try clearing your network settings. Like I said, I don't' have this problem, and similar problems are reported on all models of the iPhone from time to time.

Hello: I recently updated my iphone 4s from ios 7.11 to 8.3. I find now
that when trying to updates the apps listed for update in the app store
that they show that they are either downloading or trying to connect,
but the update process remains stuck there. I have tried shutting off my
phone but the problem persists. Has anyone experienced this problem?
What can be done to solve this problem? Any help will be greatly
