There are a number of settings that are changed by a factory reset:
- VO toggle via 3-click home key is disabled
- portrait orientation lock is disabled
- typing mode is reset to standard
- motion settings are reset to undesired defaults
- mail options are set to undesired defaults
It isn't a big deal if you're aware of all the changes, but so often
something gets overlooked and it is a pain in the ass to have to go back
into settings to have the phone set up as one desires.

What havoc does a factory reset do to the accessibility settings? Won't
the triple click of the home button still start up VoiceOver like it
does on a new phone?

Oh yes, we are very reluctant to do a factory reset because of the havoc

And, yes, she has done a hard reboot of her iPhone 6. Also, it is a 128
GB platform running iOS 8.3.
