I think so. Simply set "show on lock screen" to on, then choose "none" in the 
Alert Style picker. In theory, this will show notifications for the app in 
question on your lock screen and in your notification center, but will not show 
banners (which VO announces) when the phone is unlocked. You may also wish to 
play with the sound options; for Facebook Messenger, I have the alert set to 
None, but I leave the sound on. My phone vibrates and plays the distinctive 
sound, but I don't have to worry about VoiceOver reading the message 
automatically. Plus, any Messenger notifications will appear, in full, on my 
lock screen. The advantage is that I'm notified by the sound and can check when 
I have time, instead of randomly checking and finding no new messages. It's all 
up to you though, so see what combination of settings gives you the best 
results.
