I don’t think you can wake up the apple tv with the remote app on your phone. I lost my apple tv remote for a few hours and tried this and it does not work. you can try unplugging your apple tv and then plugging it back in and it should turn on then you should be able to use thereto app on your phone. someone else might have a better solution but this one should work until you can replace your remote.
